It details how to establish an effective partnership agreement and how to evaluate the success of the partnership. The guide is based on existing research and field experience related to how schools and districts can work most effectively with external providers. Researchers reviewed the academic literature on school-provider partnerships and interviewed leading experts on the subject as well as a wide-ranging group of practitioners.

School Restructuring: What Works When (3rd Edition)

A Guide for Educators:  The third edition of School Restructuring: What Works When—A Guide for Education Leaders provides information for school and district leaders to choose the intervention model that will work best to improve their schools. The guide provides objective, research-based information and highlights practical decision-making tools that take into account the strengths and constraints of many districts. The June 2010 third edition includes chapters on each of the four School Improvement Grant models: turnaround, transformation, restart, and closure.

The chapter on each intervention model includes sections on the key factors influencing success or failure, highlighting specific areas: governance, leadership, organization, and environment. Case studies detail the experiences of schools or districts with the specific intervention model.

School Turnaround Pocket Guide: Reauthorizing ESEA: Making Research Relevant

The Reauthorizing ESEA Pocket Guides are written by AIR experts to assist policymakers and educators as they consider changes to the Elementary and Secondary Education Act (ESEA). The series of three guides focuses on provisions in the law to improve low-performing schools, ensure highly-effective teachers, and reduce the achievement gap between students with disabilities and their non-disabled peers.

The School Turnaround pocket guide:

  • describes the current provisions in the law including the targets for Adequate Yearly Progress;
  • highlights the additional major federal programs related to turning around low-performing schools – including Race to the Top and the Title 1 School Improvement Grants;
  • summarizes the research findings on efforts to improve chronically low-performing schools; and
  • poses points for policymakers to consider and questions to frame the discussion as they reauthorize ESEA.
